Who We Serve

The New Jersey Division of Child Behavioral Health Services System of Care for Children serves New Jersey children and adolescents with emotional and/or behavioral challenges and their families. The system uses a wraparound model designed to wrap the child and family with appropriate supports to help them move forward in their lives.

When a parent or guardian refers their child to the System of Care, a clinical professional goes to the child's home and meets with the child and the family to complete an assessment. The assessment determines which of the three levels of care the child and family can receive.

The least intensive level of care provides access to specialized services that are managed by The Contracted System Administrator in consultation with the parent and the clinical provider. Services are intended to be short-term and help families move forward through a difficult period.

The moderately intense level of care is through Youth Case Management. Youth Case Management assigns a Case Manager to work with the child and family while giving access to specialized services. The Case Manager helps the family create plans to help the family move forward in life. Youth Case Management works with families using a 90-day model.

The most intense level of care is through the Care Management Organization. Care Managers help families create Child and Family Teams that are led by the parent with the help and guidance of the Care Manager. The Child and Family Team helps the child and the family create strategies to resolve the challenges they face. Specialized services and supports to be used are determined in the Child and Family Team meetings. The Child and Family Team helps support the family until the family can move forward and handle the challenges they face. The Care Management Organization works with families in a 1-2 year model.

Children's Mobile Response and Stabilization is designed to help stabilize a child's placement in their living arrangement.

The Family Support Organization is available to all families without a referral. It offers parent-to-parent support and is run and staffed by family members who have had children with emotional or behavioral challenges.
